Hogan Lovells announces appointing Joanne Rotondi and Jonathan Stoel in global regulatory practice

They have succeeded Latane Montague and Deen Kaplan

Global law firm Hogan Lovells has announced that Joanne Rotondi has been named the practice area leader for the firm's transportation regulatory practice. Also, Jonathan Stoel was chosen as the co-practice area leader for international trade & investment practice alongside Ajay Kuntamukkala.

Rotondi succeeds Latane Montague and Stoel replaces Deen Kaplan. While Rotondi has been serving as global head of the firm's transport & logistics industry sector and as a partner in the environment and natural resources practice, Stoel has been with the One Americas senior leadership team and as a co-chair of the public international law group.

Janice Hogan, the leader of the firm's global regulatory & intellectual property, media, and technology (IPMT) practice group, said, "Both Rotondi and Stoel bring extensive experience handling complex, cross-border matters in the transportation and trade sectors, respectively. I look forward to building upon Kaplan's robust legacy as the practice leader."

Rotondi joined Hogan Lovells in 2000 as an associate. She built her practice at the intersection of transportation and environmental regulatory and legal matters. She advises automotive manufacturers and suppliers on emissions, fuel economy, and greenhouse gas standards at the state and federal levels.

She also assists projects to navigate complex compliance and reporting standards under the Clean Air Act, Clean Water Act, and National Environmental Policy Act. Rotondi advises project developers of liquefied natural gas (LNG) terminals and deepwater ports in securing crucial government approvals. She represented these to gain regulatory approval from the US Coast Guard and the US Department of Transportation's Maritime Administration to build in domestic waters.

Rotondi also serves as a member of the US Environmental Protection Agency's Mobile Source Technical Review Subcommittee and the Clean Air Act Advisory Committee alongside leading industry, academic, public interest, and state, local, and tribal representatives. It is to advise and make recommendations on the scientific and technical aspects of mobile source air pollution and motor fuels.

On the other hand, Stoel provides strategic international trade and investment policy and litigation counsel to global companies and governments across multiple sectors. His clients include Canadian Solar, the Government of Ontario, Kinder Morgan, Nestle, MS International, and Urenco.

Stoel recently represented the Government of Canada and the Canadian solar industry to secure a landmark victory in the second-ever state-to-state arbitration under the United States-Mexico-Canada Agreement (USMCA). He also worked with a cross-border firm's team in the US and Mexico to secure the negotiated settlement of the second-ever USMCA Rapid Response Labor Mechanism dispute.

He serves as the co-chair of the Federal Circuit Bar Association's International Trade Committee and has helped organize the court's judicial conference. He lectures on public international law at Georgetown University and has served on the board of advisors of the Georgetown Journal of International Law.
