K&L GATES Expands Newark Office with the appointment of Rebecca Moll Freed as a Partner

Global law firm K&L Gates LLP has appointed Rebecca Moll Freed as a partner in the Government Contracts and Procurement Policy practice. Freed will be based in the firm's Newark office and joins K&L Gates from Genova Burns LLC.

In her diverse practice, Freed specialises in assisting companies in navigating complex regulatory frameworks related to political contributions, pay-to-play rules, government contracting, ethics rules, lobbying requirements, gift rules, and matters related to energy and utilities.

Freed provides advisory services to corporations, partnerships, limited liability companies, trade associations, charitable organisations, social welfare organisations, and political action committees concerning the legal aspects of their political activities. Additionally, she offers counsel to companies on government contracting and their involvement in the procurement process.

Her expertise includes providing comprehensive guidance on New Jersey's pay-to-play laws, and she boasts extensive experience in procurement law. She also aids clients in effectively preparing and completing Requests for Proposals (RFPs) and Requests for Qualifications (RFQs) for federal, state, bi-state, and local government entities.

Freed has an extensive record of providing training and counselling services to companies, in-house counsel, and corporate ethics and compliance officers. She aims to help them optimise government contracting opportunities while ensuring strict compliance with relevant regulations. Additionally, she possesses knowledge and expertise in matters concerning diversity in government contracting, such as set-asides for minority and women-owned businesses, disadvantaged business enterprises, and public-private partnerships.

Rebecca is a seasoned compliance lawyer whose practice is at the intersection of law, government, and business. She has extensive experience handling campaign finance, lobbying, and government contracting compliance matters. We are delighted to have her join our Government Contracts team,” Michael Scanlon, a leader of K&L Gates’ Global Policy & Regulatory practice area, stated.

Drawing from her expertise in the energy and utility sector, Freed has provided representation to utility, solar, and offshore wind companies on various fronts, including procurement, administrative, and compliance matters. Her experience extends to skilfully handling New Jersey Board of Public Utilities petitions on behalf of clients.

We are delighted to have Rebecca join us to enhance further the premier capabilities of our nationally recognized Policy and Regulatory practice,” said Anthony La Rocco, managing partner of K&L Gates’ Newark office.

She provides highly sophisticated advice and guidance to companies of all sizes in navigating the complex and esoteric regulatory thicket of government contracts, lobbying, and political ethics. Our clients will doubtless be well-served by Rebecca’s able counsel in the arena,” Anthony La Rocco added.
