Rahat Huq Joins Frost Brown Todd as Counsel in Public Finance Group
Frost Brown Todd (FBT) has announced that Rahat Huq has joined the firm’s Public Finance group as Counsel. Huq brings more than a decade of experience in state and city government practice, most recently serving as Senior Assistant City Attorney for the City of Houston.
Denise (Barkdull) Lund, leader of FBT’s Public Finance practice group, welcomed Huq, said: “We are so excited to have Rahat join our team. During his tenure with the City of Houston, Huq oversaw Public Finance and State and Local Taxation and advised on economic development matters. He also served as General Counsel Section Deputy Chief, where he advised city departments, boards, and commissions on elections, ethics, open meetings, open records, and municipal regulations.
Before joining the City of Houston, Huq was an Assistant Attorney General with the Texas Attorney General’s Office, where he issued rulings to state agencies and local governments on Texas Public Information Act matters and advised on the Texas Open Meetings Act.
FBT’s Public Finance group supports municipal finance, economic development, real estate finance, securitizations, and public-private partnerships, advising borrowing entities, banks, and governmental bodies on a broad range of financial and regulatory matters.

Beyond his legal career, Huq has a background in NBA analytics and salary cap analysis, contributing for Forbes.com SportsMoney, ESPN.com, and Chron.com for over 15 years.
Huq earned his bachelor’s degree from the University of Texas, Austin, and his J.D. from the University of Houston Law Center. In 2020, he was recognized as Most Outstanding Attorney by the City of Houston Legal Department for his work in helping city officials navigate Texas’ comprehensive property tax reform legislation.
