Govt seeks comments on Draft report of the Committee on Non Personal Data by August 13, 2020

The Government has invited feedback from the public on a draft report prepared by an expert panel to deliberate on framing rules for non-personal data governance. The panel has been set up under Infosys co-founder and angel investor Kris Gopalakrishnan.

The committee aims to study various issues relating to Non-Personal Data and to make specific suggestions for consideration of the Central Government on the regulation of Non-Personal Data.

While the Personal Data Protection Bill is still in process, the Gopalakrishnan-led panel in its report has defined non-personal data as information which is not personal as defined in the bill.

According to the committee, there is a need to create a data sharing framework such that community data is available for sovereign purpose, social, public and economic value creation and simultaneously address privacy concerns and prevent collective harms arising from processing of non-personal data. Further, it said that sharing non-personal data collected by both government and private organizations with citizens would probably lead to increased transparency, better quality services, improved efficiencies, and more innovation.

The committee has drafted its report which covers several aspects that include emerging and innovative ideas on Non-Personal Data. It also endeavours to give definition of Non-personal Data and the concept of community data and the appropriate rights and privileges over such data and defines three categories – Public, Community and Private.

The consultations may have the following criteria:

The feedback may be given by anyone individual/company/firm etc.

A declaration to be made on the feedback page stating, ‘The feedbacks submitted here will be kept confidential, no public disclosure will be made at any stage’.

Feedback may be sent on the myGOV portal by 13th August, 2020.
