Matouk Bassiouny & Hennawy Advised Salcef Group on Joint Venture with Egyptian National Railways
Matouk Bassiouny & Hennawy (MBH) has acted as legal counsel to Salcef Group S.p.A. (Salcef), a leading Italian construction and engineering company specializing in railway and metro infrastructure, in the establishment of a 25-year joint venture agreement (JVA) with the Egyptian National Railways (ENR) and the Transport Logistics Company (TLC). Salcef, operating in Egypt since 2011, will play a pivotal role in this partnership, which marks a significant milestone in railway development and modernization in the region.
The newly formed joint venture, Salcef Track, will focus on the construction, renovation, and maintenance of railway lines. Initial projects include renovating 300 km of railway tracks and 200 switches, with an annual target of 100 km and 70 switches. Over the 25-year term, Salcef
Track aims to renovate a total of 2,500 km of tracks and 1,750 switches, leveraging cutting- edge global machinery. Beyond modernizing Egypt’s rail network, the joint venture plans to expand its expertise to railway projects across Africa and the Middle East.
The MBH team advising Salcef was led by Hazem El Guindi (Partner), with support from Fady Youssef (Senior Associate), Shaimaa El Fahmy (Senior Associate), and Youssef Shaaban (Associate).
