Gibson Dunn has expanded its financial regulatory and fintech capabilities by hiring Hagen Rooke as a Partner in its Singapore office. Rooke joins the firm’s Financial Regulatory Practice Group, strengthening its position in the rapidly growing sector.
Rooke, a well-known expert in financial regulation, brings extensive experience advising clients on regulatory applications, business conduct, governance, risk management, and regulatory investigations. His clientele includes a wide range of financial institutions, such as banks, brokers, fund managers, exchanges, as well as commodity groups and proprietary trading firms.

Rooke’s arrival follows several strategic hires by Gibson Dunn in the past year, including partners Jason Cabral and Ro Spaziani in New York, Sara Weed in Washington, D.C., and Sameera Kimatrai in Dubai. These additions underscore the firm’s commitment to expanding its financial regulatory offering on a global scale.

Rooke holds a Bachelor of Laws (Distinction) from the University of Sussex and a Doctorate in Public International Law (Magna Cum Laude) from Panthéon-Sorbonne University, Paris. He is admitted to practice in England and Wales and is also able to practice in permitted areas of Singapore Law under Section 36B of the Legal Profession Act.
